Wacom Tablet with Photoshop Elements Problem

I have set up all the drivers and software for my tablet and it worked with the brush tool but only after I have double tapped otherwise it wood move the canvas. So, I researched online and found that I should disable Windows Ink. I did all that and the tablet worked fine but of course had no pressure sensitivity. I tried making a PSUserConfig file with UseSystemStylus 0 inside it but there was no settings folder to place it in so I put it in the editor folder with the other preferences but it was not successful. I also tried naming it slightly different things but it still does not work. If anyone could help find a solution it would be brilliant as I have seen many people online have been having this same issue. Or perhaps are there any other PSE compatible alternatives to Windows Ink?
