Watch folders not updating - Elements Organizer 16.0.0.0 - Advice greatly appreciated

I am using Elements Organizer 16.0.0.0. (Details below)

Watch folders used to work, but stopped working around the time (ironically) I upgraded from the free to the paid version (but I cannot say that is definitely the reason).

I have checked access to the directory that it is watching, and the watch folder directory settings. All correct. Updates says I am running the most recent version.

Is there anything I can do? I am worried if I reinstall, it may lose my settings and catalogue. Might that happen?
