Download the WebPShop_0_4_3_Win_x64.8bi from here

and put it in

C:\Program Files\Adobe\Photoshop Elements 2023\Plug-Ins

For Elements 18 I found I needed to put it in C:\Program Files\Common Files\Adobe\Plug-Ins\Elements 18\File Formats
