What does the s mean when rescaling an image?

A user in a facebook group posted this image.  When the mouse hovers over ia little popup appears "Set vertical scale"- I honestly don't know what that means.  Why not just use the percentage?

Glenn, I can't say that I have ever used the Scale tool before.  I tried to reproduce your screenshot, but couldn't.  It looks to me like the s has been truncated from some other unit of measure.  Judging by your image screenshot, it is inches.

The bottom image is from my screenshot of pse 2025.     I can put the s in there when rescaling- it asppears to do the exact same thing as percentage.   I rarely use the scale option, it's one of those things I just never need.  Making random image size changes by dragging one of the corners does change that S value- but it appears to not be proportinal when compared to using the typical percentage value.
