What happens after O.S. restore?

I bought and downloaded PSE15 about a month ago. After having a problem (not related to PSE) on my laptop which meant I had to do a O.S. Restore, I lost all programs. I was so intent on learning how to use PSE that I hadn't done a backup since buying it (dur!). When the laptop is up and running again, will I be able to download and reinstall PSE15 without having to buy it again? Might sound like a silly questions but I'm not very tech savvy so be gentle with me. By the way, I am typing this on my old desktop (32bit) pc so can't run it on this one.

The license is for two machines. However, since you are not able to deactivate the 1st installation, suggest that you contact Adobe directly: support

Try to initiate a chat session in order to deal with them.

This way you should be able to have the software on your restored computer and one installation "in the bank."
