Where did FILE / NEW FROM CLIPBOARD disappear to?

Am used to FILE / NEW FROM CLIPBOARD being the reasonable option for pasting a graphic into the Elements workspace.
So -- typical for programmers -- that convenience has entirely disappeared from Photoshop Elements 12, at least as far as I can determine.
 
So what's the alternative?
