Why can't I open the Help window in Photoshop Elements 10?

Am unable to open the Help screen in Photoshop Elements 10.  A popup message suggest I should reinstall the software, which I have done several times, but I still can't open Help from the menu.

    You could download the pdf file and save it to your computer for future reference.
