Why Custom cropping not working as expected?

I am trying to take a large photo (24 by 96) and crop in into 8.5 by 11 segments so I can print it out in pieces.  I have set the cropping dimensions to 8.5 by 11 -- It shows "custom."  However, when I take the crop tool and apply it to the picture it is not selecting 8.5 by 11 segments.  It goes to any dimension.  I have reset the tool and that did not help.

What am I missing?

    The crop tool is not designed to dice the picture into segments.Try this:

    1. Open the grid (View>grid) to help with orientation. It will not print. If you desire, you can tailor the grid via Edit>preference>Guides & Grid
    2. Open the picture file
    3. Activate the Rectangular marquee tool, set the dimensions 8.5x11, Press CTRL+J to place Segment #1 on Layer 1
    4. Repeat for Segment #2, creating Layer 2
    5. Continue for Segment #3, etc
    6. In the Layers palette, shut off the visibility of the layers not to be printed at this moment by clicking on the respective eye icons. It is critical to have the Background layer shut off.
    7. File>print sequentially for each segment
