Why do I have to constantly uninstall my Elements 18 after using it. I keep getting error 16

After reinstalling Elements 18 it is ok to use ut when I close it and come to use it again I keep getting error 16 and am asked to uninstall and reinstall it.

    Make sure you install it as an administrator.
