Why is all my items on Elements 2019 grayed out?

I bought the full Photoshop Elements 2019. In the photo editor almost all the item on the top bar that expand to a drop box are grayed out. Why?

I need to load actions and I cannot even click on it. Any help would be greatly appreciated!
