why is amtlib.dll reported as Malicious by many security vendors?

Is this file distributed by Adobe? the associated hash is reported malicious.

The file exists in every Adobe program that I have installed on my machine - more than 30.  I have never had a problem with it.  I believe it is a licensing application that "phones home" to Adobe to ensure proper activation of a license.
