Why is erase tool tempermental - sometimes it works other times not - Photoshop Elements 14 Windows

I am using the erase tool. Go on to something else and come back and now it doesn't work. What's up??? I rarely use the program so am not very savy on what to do. It is not a photo I am working on, but a tiff of a map.

Would appreciate help.
