Why is PSE Organizer so Poor at Playing Video?

PSE has been bad at playing videos for as long as I can remember. For example:

• Playing videos is really slow. With some videos I get 'Preparing file for playback...' What exactly is going on? File Explorer on my Windows PC can play back these files almost instantly, why can't PSE?
• The video player is weirdly modal - it pauses when I click away from it. Why?
• If you're playing a video and you drag the scrubber bar, the video pauses and you have to press Play again. Why can't it just continue playing like every other video player?

It seems like the video playback component of PSE could use a bit of attention.
