Why won't my focus change in the lomo guided edit?

I have Photoshop Elements and I am trying to use the guided lomo/tilt-shift effect for a photo. The first step adds the effect, but the focus is not on the part of the photo I would like. The next guided step is to click a button and then select the new area of focus, however when I do that, it doesn't focus on that area, instead the entire photo goes blurry. There is nothing I can do to bring the focus back and it's very frustrating. Any help would be appreciated!
