Will I be able to reinstall PS11 to new computer using only serial #'s?

I have the disks for PS Elements & Premier 7, upgraded to PS11 several years ago over the Adobe site it based on PS7.  Getting a new computer today.  How do I install PS to new computer?  I do have the Serial #'s for 11, but that's all.

      For an upgrade product, you will also need the previous serial number. If you originally registered your product the serial number will be stored in your Adobe Account.

      Sign in with your Adobe ID (email address & password) and choose the tab “Plans & Products”

      Then view your products. Every registered application should be shown with serial numbers.

      To see a list of your registered products and their serial numbers, go to My Account
