I seem to recall this problem many moons ago but its back with a vengeance. I recently switched to Win 11 Home and one of the things I had to do was re install PSE. My images in Pictures are all  the blue PSE Logo. I had this problen a short while back and it was found that my NikonP1000 when photographing in RAW caused this. BUT, today, all my jpg and png images in OPictures are logo; they weern't last night when I went to bed! The question is fairly obvious - WTH is going on????

Clock is ticking on whether or not to through said rig out of window!!!

I figured it out late last night. When switching from Win 10 to 11 sometihng must have been switched in folders. So I explored the folders and by accident stumbled on a section I had never seen before - images had been changed to icons. As it involved hundreds if not thousands of images on my various historical and interest web sites, and stopped me working on a new domain. I unticked that box and I got all my images back.

You do not have the file extensions showing in the OS so it is difficult to diagnose what is going on.   The icons seen in your screenshot is normally for a .psd file, not for a jpg or png.  Please turn on file extensions in Windows File Explorer and confirm that the icons shown are not for .psd files.

Here is a screenshot of a File Explorer window displaying a raw, jpeg and psd file:
