Windows 11 and Photoshop Elements 2024

I am currently running Windows 10 and Elements 2020, and wish to upgrade. The question is, which do I install first? I am leaning towards Windows 11 first, letting it settle/run in for a couple of days the install Elements 2024. 

System--- I am using a Dell Inspiron 3881, with Intel i3 10100 processor at 3.6Ghz (+ boost), WD Blue 1Tb SSD as C: drive, and 32GB of 2666Mhz Ram, standard Intel UHD 630 graphics, photos are stored on a 4Tb Hard Disc.  (A graphics card would be nice but will probably entail a new PSU.)
