Windows explorer tags inconsistent import

I am testing PSE to see if it works for my 30k collection. I am primarily interested if it can import Windows Explorer Tags. The import seems strangely inconsistent.

An example: I have two JPEG photos, both were tagged in Explorer with a name of the person that is on both photos (same name=same tag). When I import them into organizer only one of them shows the tag. They were both taken with iPhone, at the same time. The only difference I can see is that one was cropped and consequently is smaller size - 1MB vs the other 2.4MB.

Did anyone experienced similar issue? Is there a workaround?
