I would also like to mention that I had this same error when opening "crap cleaner" or "CCleaner" and it was resolved by going into REGEDIT and deleting the ccleaner entry. I'm not sure if that would work with this though. If I knew which file to erase it might... just a thought

I would suggest re-installing the software.

    1. Go to Windows Control panel and uninstall Photoshop Elements 15 (if available)
    2. Re-start your computer
    3. Go to the Windows link below and download and install PSE15
    4. Validate with your serial number.

Ive tried this 3 times already. Ive even installed Adobe Application Manager (Creative Cloud) in hopes it would help but nothing. Im about to just uninstall for good, its not looking good

    On Windows, navigate to:

    C:\Program Files\Adobe\Photoshop Elements 15

Scroll down to the files begging with P and double click on PhotoshoElementsEditor (Application)

Once I complete this 2nd installation I will try that. I thought maybe something was wrong with the first installation and maybe I forgot to run it as administrator so let me try this and I will get back to you asap. Also I would like to mention there is a folder in my c drive called "Windows.old" which has some old adobe folders in it so I'm wondering if that needs to be deleted first to prevent any interaction?
