Working with layers in Photoshop Elements 14 does not reflect

Is purchased PSE14 to replace the OS, such as modification of show / hide layers and blending modes
Operations on the layers panel onto the drawing window does not reflect immediately.

Updates by F5, is to reflect and do other layers, or change the window size
In PS5 uses previously used PSE9 or employer to reflect instantly feel inconvenient.

This is a specification? Do wrong?
