Exported video plays only a second and then is black.

When the video is exported in Premiere elements 2023, the video plays for almost a second and then goes black. I see others had the problem in the Premiere Pro and were able to fix it.

Can it be fixed or prevented from happening in this format?

Try updating Windows.

One user installed these:

Security Update for Microsoft Visual C++ 2008 Service Pack 1 Redistributable Package (KB2538243)
and

2022-12 .NET Core 3.1.32 Security Update for x64 Client (KB5021953)

and it may have solved the problem:
