I keep getting error 113 when I try to install the free trial of Premiere Elements

Hello.

 I've been trying to install the free trial of Premiere Elements on my laptop for about an hour now and I haven't managed to complete the process yet due to error 113 constantly popping up. The installer was working for a little bit but stopped once it reached 2%.  I have tried as many solutions as I could think of. I'm not very tech savvy however so I've only tried solutions I found on forums. 

 I've tried switching connections to the internet, my only options being the home's router and an extender of said router. 

 I've tried connecting to the router via Ethernet but yielded no results. 

 I've tried disabling the antivirus software and both of the firewalls I use, in other words the default windows firewall and 360 Total security along with its firewall

 I quickly ran out of options after this point as I couldn't find any more forums discussing the matter. Do I need to find some other internet connection? Or should I contact our internet service provider?

Update. 

 I attempted to install the program on another computer and it managed to reach 14% completion until it stop. No error message came up.
