My Premiere Elements 15 serial number no longer works

My Premiere Elements 15 won't start anymore. It says the serial number is no longer valid and that I need to have it reactivated by support.

But “Contact Support” link from the error message doesn’t take me to an email form or anything like that—it just leads to a generic support page.

How do I contact support?
How can I reset or reactivate my serial number?
What’s all this nonsense anyway? I bought the program legitimately 9 years ago and I don’t think I’ve ever uninstalled it—it’s gone through all the Windows updates, and now it just doesn’t work anymore???

    Sorry, but that can no longer be done.

    Activations can’t be reset. The only way to recover an activation is to deactivate properly on an activated computer with up-to-date security so that it can connect to Adobe servers.

    But how can I deactivate the license, if the program does not start and I cannot cklick the deactivaton menu point? And what, if my PC crashs and I never had the chance to deactivate? Is my regular payed license destroyed forever?

    The c orrect markd answer in the posted thread only covers “subscriptions topcis” and has no entry point or mailadress to contact adobe for a non-subscription product like Adobe Premiere Elements 15 from 2017
