Premier Displaying Striped Video Image

I have just downloaded Premiere Elements 2021 V 19.0.  When I add media, the clip displays properly in the time line, but is a horizontally striped image broken up in the screen above the timeline.  I have attaced a screen image for you to see.

 

Upon loading I am getting this error prompt I've also attached:

Failed to Open Catalog

The catalog could not be opened. It is either corrupt, or the version is out of date and cannot be updated.

 

This computer has Premier Elements 2015 Installed but not active. 

I also formerly attempted to downloaded an Elements 2019 Trial version last year, and see that a 2019 catalog is still in the computer even though the Elements 2019 version was deleted.

 

How should I proceed to get the video image displaying properly?

Most people won't download a file posted to this forum. Use the Insert Photo button along the top of your posts's text box to include a screen capture of your timeline.

 

Also advise us which graphics card you have and with what operating system.

Windows Version  10.0.19041  Built 19401

UHD Graphics 620

Update your intel driver. Download from MS, dont update using windows.

Could you be more explicite how to "Update your intel driver. Download from MS, dont update using windows."

I do not see an Intel Driver in my device manager.  I'm not following "Don't update with Windows" How else would I do that from MS?

 

When I go to Microsoft :Update drivers in Windows 10 It says the first thing to do is go to Device Manager and select what you want to replace.  I don't see an Intel Driver there.

 

My Windows version is

As suggested in the forum thread shared by Ann Bens, it is a known issue, it is a compatibility issue with GPU drivers.

Have you tried installing the recommended driver? 

 

What is the recommended Driver?
