premiere elements 2020 won't render first frame after each cut

My video is mostly cuts from one still to the next. The first frame after each edit retains its orange "unrendered" bar. Telling the timeline to render causes nothing to happen. Any suggestions will be appreciated.

    Do you have transitions between your clips?

     

    Can you post a screen capture of your timeline? Most likely your Work Area Bar doesn't cover your entire project.
