Video randomly pauses when first viewed in Premiere Elements

 I just got the latest Elements/Premiere 2022 package a couple weeks ago.  When making a video and inserting a couple clips on the time line and then viewing it I notice at times the video will pause until I hit the start arrow buton again.  Once I save (export?) the video I never have any pauses and all seems fine.  Is this normal or am I doing something wrong?  I typically have the camera video setting at 29fps and shutter speed set at 1/60th.  I pick an aperture I deem appropriate, shoot in manual mode and set the ISO for automatic mode. Any help for a video novice would be appreciated.

I edit MOV files from a Canon SX510 camera with ZERO problems

 

What I have (home built Jan 2021)
Windows 10 Pro 64bit, currently at version 21H1 - Premiere Elements 2021.3
Intel i9-10900k CPU in ASUS-Prime-Z490-P motherboard with 64Gig TEAMGROUP-3200MHz Ram
Seagate-FireCuda 500Gig M.2 for Windows and programs and usual Documents files
500Gig SSD for temporary and output files, 1T SSD for video and picture input files

The computer I built in 2014 was almost $3k and was a LOT less computer... due to the advances in components since then, and because 7 years ago I could not justify (to myself) spending more than I did to replace a really old computer

 

January 2021 total with tax and shipping was $2,103 (cost IS now higher!)
When I was buying components I wanted an RTX2060 with 6Gig to be sure of smooth timeline playback... I had to buy a GTX1650 with 4Gig because nobody had the 2060 in stock... My 4k test didn't have any timeline 'glitches' so I didn't need the 2060 Especially since I normally edit 1280x720 30fps video from a Canon SX510 camera

 

My next hurdle will be the end of Win10 support in 2025 and Windows 11 when, based on my testing, I will have to either buy a new motherboard or completely re-configure the one I have now so it boots from an SSD instead of the M.2 'stick' on the motherboard

Elements is not interested in shutterspeed or iso.

Elements is more interested in framerate, framesize and compression.

Camera setting:  MOV 29.97 All I

Computer:  2.60mhz Windows 10 latest update, 16 gb ram, 2tb hard drive, GForce 4gb card

A 2.6 mhz what? Which processor do you have? It makes a big difference.

 

Also, what device created your MOV file and what is this file's resolution and frame rate? 

 

When you add this video to your timeline, is the line along the top of the timeline yellow or orange?

 

These are very important factors in determining why your system is playing erratically.

You need to provide details for anyone to help
Mac or Windows and exact version of the operating system
CPU brand and model and clock speed
Video adapter brand and model and driver version and amount of video ram
Number and size and type of hard drives
What kind of video are you editing?
-hint 4k video on an underpowered computer will not play well
