1080 from 4K timeline downscale broken in V 24

I'm unable to export clean, high res graphics in 1080 in this version of premiere.

Timeline will look good, but on export, changing to a 1080 export produces jagged edges in motion graphics. Same for media enocder.

Only work around is to export a 4k sequence then use that as source to create a 1080 export.

Any others?

This is regradless of any preset other then orignal sequece 4k output is sigifiantly effected. Screenshots below.
