1DX Mark II 4K Proxy Creation inside Media Encoder ISSUE

I've used Media encoder for years to create proxies. First I'll import the footage into Premiere, and then create proxies once everything is imported. Media encoder automatically loads, and begins the proxy process.
I've had a 1DX Mark II for about a year and a half now and have never had issues creating proxy files from 4k 24fps and 60fps. Everything has worked perfectly. Usually I can shoot about 1-2TB of footage of an event and have proxies created in about 8 hours. Unfortunately that has recently changed.
For a 17 minute, 4K 24fps clip to convert to a 1024x540 proxy file it says it will currently take 8 hours and 41 minutes. And the time keeps going up. I'm on a new generation Macbook Pro 15inch. I've attempted the same thing on a maxed out 2017 iMac 5k in the studio and it does the exact same thing. I wanted to make sure it wasn't a computer issue or my laptop was having an issue. What use to take me 8 hours to convert everything takes me close to a week now as I have multiple 15-30 minute clips (I shoot wedding videos). Unfortunately, this is slowing down my workflow, causing the company to get backed up with editing.
Also note that all my original media is currently sitting on a Samsung T5 SSD via USB-C and the proxies are being stored directly on my laptop flash storage and uploaded to Dropbox as we have multiple editors who can access via the cloud. So there shouldn't be a bottleneck with drive speed. We've got the workflow down.
I've tried using OpenCL, Metal, and Software only just to see if that would work. I've allowed Media Encoder to use as much memory as possible in the preferences panel and I've tried it on different computers and the problem hasn't been solved.
One last thing I'll note is the fan speeds on both my Macbook and iMac are not spinning up at all, so I can tell the computers are not working hard what-so-ever. They use to sound like jet engines taking off when it could convert in 8 hours, but they are silent now.
