2019 CC, the version that never fails to fail

So I just got done doing a new project in 2019cc and there wasn't a single problem.  I wasn't using 2019 because of all the bugs, lags, and constant crashes.

Tonight I tried doing a new project and surprise, surprise I was met with lags in the timeline, stuttering footage, and couldn't select anything after adding an adjustment layer with no effects added to it.  The previous project opens without a problem, but the new project acts just as buggy before the update.  I downloaded the current update and the drivers for my graphics card are up to date as well.

Is there some kind of hidden problem I don't know about that is an easy fix?  Why should I have to pay $600 for version 2017 when version 2019 is suppose to be better?  How can one project have zero flaws and the next project resort back to all the reasons I stopped using 2019 in the first place?
