I have the same problem too. May I ask if you have solved it?

The Video Echo effect is still available.
If it doesn’t appear, it’s usually because the effects cache or preferences didn’t load correctly.

Solution:

Quit Premiere Pro

Relaunch while holding:

Windows: Alt

Mac: Option

Keep holding the key until Premiere fully opens

This resets preferences and reloads all default effects, including Video Effects → Time → Echo.

Hi, I did all that bit it still doesn't show up in the effects panel. I also tried rebooting the computer but it still isn't there.

Is there another solution?
