23.4 Slow Performance on Windows i7 9700K and Error: a low-level exception occurred in: (Exporter)

Problem is with a Windows 10 machine.  Intel i7-9700K, 32 Gigs ram.

Also getting an error message that says "a low-level exception occurred in: (Exporter).
