I have lots of drone and 4k footage that I need proxis for in the sequence of a ratio of 1.5, whats a ingest preset or something I would get to create the right type of proxi so it match without black boarders?

Unfortunately you didn't give any number, but the vague '4K'

Assuming it is 4K UHD =  3840x2160 you can use 720p proxies (1280x720) for the right aspect ratio. Using the Cineform option you get proxies you can't really tell the difference. I use a small timecode window (added in the Encoding preset) so I can be sure what I'm seeing at a glance.

I would leave all in original ratio, edit as such (use letterbox overlay for framing) and export to the desired ratio (without the black bars)

Use Media Encoder to create an encoding preset with the parameters you need, then create an Ingest preset that uses that encoding preset. Export from MediaEncoder into the presets folder for Premiere. Then restart Premiere, and you would be able to use that preset.

There are tutorials and information on the Adobe help sites about creating encoding and ingest/proxy presets. Probably look those up to make sure you get the steps all correct.

Good steps into creating a preset, but when I try even basing it off of the original media the ratio is always off

Many codecs require things like either even numbers or numbers divisible by four, things like that.

What numbers are you using? And what size options?
