60fps in 24 sequence still skipping frames??

So my 60fps footage still skipping frames when slowed down.
It used to work but now it doesnt, very weird.

- I have tried to slow down the 60 fps to 24 by reducing the speed to 40%
- I have tried interpret the footage to 24 instead of 60

But in the sequence (23,976fps) it still skipps every other frame and it just doesn't make sense.

Someone please get back to me if you have an answer.
