A low level-exception occured in Adobe Player (Player: 5)

Since months I can't drag any media in my cutting window. Everytime I give it a try, this low level exception appears. I tried everything. I went through every YouTube tutorial and when i tried to install another version, there were other exceptions. When i try to drag it my video in, Premiere Pro freezes 

Please help me

Hi FranAnt,

Sorry. This does not appear to be a camera original. It looks like a download. Anything that is downloaded might have frame rate issues that you need to correct. Try downloading the free app Shutter Encoder and rewrap the .mp4. See if that works for ya! Let us know if it works out or not...

Windows says that I shouldn't install this application, so I won't do it.

Odd. I wonder why. It's a great little app. You can also try Handbrake. It's just not as full-featured.
