a low-level exception occurred in adobe player (player 79)

I just updated my premiere pro to 2020 version and I have run into a problem... Every time I try to do File>New>Legacy Title.... then drag and drop it in to my sequence the error comes up "a low-level exception occurred in adobe player (player 79)" 

I found a solution here to go to File>Project Settings>General> then change the renderer to the Mercurty Playback Engine Software Only, and while that does technically fix it, I am unable to do any effect controls on the text. In my case I want to scale the text and it is not letting me do that properly. 

Does any one have an answer for this? 

I have tried uninstalling and reinstalling, and I can always just add simple text but I would really like to get this fixed and none of the ideas on here have worked for me.
