A problem with scale motion graphic

There is a small issue I'm experiencing right now on my Premiere Pro. Whenever I do a motion graphic that starts from one scale to another scale, it somehow doesn't work. Do you guys know why?

Make sure you have at least two scale keyframes, view them in the Effect Controls panel. Does that thelp?
