Add audio track placement not working

Odd. For some reason when I go to add audio tracks under > sequence > add tracks. Premiere is not accepting my request of where to place the new audio track, but instead puts it before track 1. For example, if I choose to add an audio track with the selection—after track 5, it puts it before track 1. Happens every time I try to add a track in this project No matter what track I choose to add after. Any ideas?
