Adding Effects does nothing (images)

All the old clips effects are working but adding effects has no effect.  For example adding Twerl.  I came across this problem when I tried to add a crop to a new image I put on the timeline.  something I have done over 100 times in the last few dats, and changing the crop does nothing.
