Adding Video and Audio Tracks to Sequence

I am new to Premier Pro, I cut my teeth on Avid years back. I see similarities and differences. In a Sequence:

--V1 sits directly on top of A1. When I drag a clip in, the video and audio tracks sit nicely on each channel, with V on top of A.

--V2 and A2 are seprated by V1 and A1. 

--Is there any way to join V2 and A2 together in the same way V1 and A1 are joined together?

This option was available in Avid. The reason I am wanting it is so that I can move clips up and down and back and forth without separating the audio and video.

Also - I think I hit some setting accidentally. Now A1 rolls up under V1 when I scroll, like when you freeze rows in a spread sheet.
