Adjustment Layer key frames in offset effect aren't affecting the video below it.

So as you can see I have an adjustment layer offset effect with a bunch of effects above it. They have to be above because I'm creating a film-roll effect. Why are the adjustment layer key frames offset animation not working on main video? There should be nothing preventing it.
