Adobe Premier Pro 2023 Export Issues - laggy video

On v2022 I had no issues, upgraded to 2023 and noticed that when I export I have a weird issue where the video seems to "lagging behind" the audio. The video stutters while the audio plays fine. I've tried to do the following:

1) create a new sequence and create my project fresh, save issues on export

2) change my settings to use software intead of hardware on the encoding settings.

3) reboot pc

4) close/open premier pro again

5) deleted cache files

6) verified there were not updates for premier pro or my video card

 

pc specs : i7 2600 3.4mhz cpu, 32G of ram, 1 TB SSD, Nvidia RTX 3070

Check clip with MediaInfo and post outcome here on forum in Treeview.

You also have an under powered CPU.

Turn off max render and max qualitye and try cbr.

Are you editing variable framerate footage?

Tried the suggested and same results. It shoudn't be, I filmed it with my phone at 30fps
