Adobe Premiere Cant Move Audio Effect Up or Down

I have no trouble moving clip audio effects up/down in the ECP ... so I can't replicate it. I tried the exact same three, plus a bunch of other effects. Could move any at will. Wonder why the difference between rigs?

I'm having the same issue. It wasn't always like this. I have Multiband Compressor, DeNoise, and DeReverb. Trying to move the DeNoise above Multiband Compressor and it gives me the little line to drag & drop it there, but then just freezes when I let go of the mouse button. I have to remove all my effects and reapply them in order. This is annoying, I'm guessing a bug for Adobe to fix. 

I typically use the Audio Track Mixer to add audio effects and then dedicate certain track for specific purposes (e.g. Music, Voiceover, SFX, etc.), rather than doing this on a clip by clip basis. Inside the Audio Track Mixer (twirl down the Show/Hide Sends and Effects) you can adjust the order at which processing happens.

Is there a specific reason for wanting to do this on a clip-basis? For some reason, you can't reorder effects on a clip by clip basis.
