Adobe Premiere CC 2018 GPU Acceleration produces black frames

I never had this issue with CS6. But after upgrading to CC2018 I can never use GPU acceleration. Here are my PC specs:

Windows 10 Home (64b)

Intel i7 @3.70 GHZ, 6 cores

Gigabyte Technology Mobo

RAM: 32GB DDR4

GPU: GTX 1070

Several TB of HD space + SSD

It works if I use software Mercury engine. But I feel cheated that I can't use GPU any more since upgrading to CC2018.

    Have you tried updating your graphics card driver? This is the most likely problem.

    You can try this instead of disabling the GPU acceleration:

    Go to Edit> Preferences> Media and remove the checkbox before the item: enable Intel h.264 decoding (requires reboot).
