Adobe Premiere CC preferences

This summer our network switched to Adobe Premiere CC (the latest version). We have 8 edit stations running windows 10 professional. The 8 computers are tied in to a master mediabase where all the media files are stored. Projects are saved to a network drive so that they can be opened at other stations. The questions I have are as follows:

1) If i have set my transition settings to be 10 frames and save that setting, if i move to another station where an editor has setup 20 frame transitions, will opening my previously saved project recall the 10 frame setting?

2) If I have created custom effects in a project on station 1 and save that project to the network drive, when I open it on station 2 will the effects follow?

3) If i create a custom editing layout on station 1 and save the project to the network drive will the layout be there on station 2 when I open the project?

What I am trying to determine is how many settings are saved in a project and how many are saved locally to each computer and is it possible to bring those settings from one editing station to another.
