Adobe Premiere Pro 13.1.4 Auto play my videos from start and audio is de-synced

Hello, 

Recently I got into a problem of video being glitched and played from the start while the audio is playing and it is not synced. These are the videos I get from my client and Adobe Premiere ruined them, and I am unable to find a solution. I even exported the video in Youtube Quality through media encoder but still, the bug got me. Actually the videos are recorded from a mobile phone. Maybe that's creating a problem. 

 

Can someone help me with this? I have some videos to edit.

Phone footage is usually not the best media (codec and variable framerate wise).

Premiere is a nondestructive editor.

Convert with HandBrake before bringing it into Premiere.
