Adobe Premiere Pro 2018 CC Won't Open

Hi! So I just installed Premiere Pro on my desktop and it gets stuck on the splash screen when it loads. The program works fine on my Windows 10 laptop but not here. I have been using Premiere since early 2017. The update worked fine on my laptop.

My graphics driver is up to date. Photoshop and Audition open properly when I open those programs. When I restart the computer and run the program it does open, Premiere lets me create a project but it will freeze and crash if I try to click on anything after that.

One thing I found out after a restart is that if I chose the non-GPU Engine it would allow me to actually interact with the program. But I want to use the GPU. Subsequent restarts after selecting the GPU Engine fail to get past the splash screen and need to be forcefully shutdown.

My desktop's specs: 

CPU: Intel i9-7920X CPU @ 2.90GHz

GPU: EVGA GeForce GTX 1080ti

32GB Memory 2133Mhz DDR4

Windows 10 Professional

Sorry for the issue. Have you tried the steps recommended by Jim Simon?

You can also downgrade the GPU driver & check.

Please let us know the status.

Sorry for taking a while to get back. For some reason Premiere Pro boots up properly when I don't have my Bluetooth Headphones connected.

Otherwise I have had no issues.

Open Premiere without Bluetooth on and go into Preferences - Audio Hardware, and make sure your Inputs and Outputs are set to anything but a bluetooth device.
