Issue Adobe Premiere Pro 24.2.1 won't launch

Adobe Premiere Pro version number: 24.2.1

Operating system - Windows 10 Home Version 22H2 64 bit

System Info: CPU, GPU, RAM, HD:

CPU AMD Ryzen 9 3900

GPU and Driver Version AMD Radeon RX 5700 XT and DriverVersion = 31.0.24027.1012

RAM DDR4-2400 (2 pieces by 8 Gb each)

Hard Drive

Workflow details: Tell us any specific info about the project or sequence. For example, is it a multicam sequence?

I already tried and it didn't help:
Reinstalling the program.
Restarting Windows
Updating drivers for the video card.
Interestingly. Of the other Adobe applications, Photoshop works, but Premier, Pro Media Encoder, Animate not work.

Steps to reproduce - (Very important!)

Try open Adobe Premiere Pro in any way:

1. Press Open Adobe Premiere Pro in Creative Cloud menu

2. Open Adobe Premiere Pro in Windows Main menu

Expected result - What should have happened after the last step?

Adobe Premiere Pro should open normally.

Actual result -  What did happen after the previous step? 

Nothing. Even the splash screen doesn't appear. There are also no signs of Adobe Premiere in Task Manager.
