Adobe Premiere Pro CC 2018 "could not find any capable video play modules." error.

Hi everyone. I'm looking forward to using Adobe Premiere Pro again after awhile, but i'm met with the error "Adobe Premiere Pro could not find any capable video play modules. Please update your video display drivers and start again." I've been trying to find a fix for over an hour, but couldn't solve it. I then found out that if I restart my computer, log in, and immediately, seconds after logging in, start Premiere Pro, it starts without an issue. This is exactly like my issue on After FX, which I stated in this forum post: Adobe After Effects CC 2018 "unable to start correctly" error.

This is fine temporarily, but in the long run, I expect that it'll be quite inconvenient. Looking for a solution so I can log in anytime, even after fully logging in.
