Adobe Premiere Pro CC on PC lagging on playback

Hi Guys, I just built a PC for work and when i use Aobe Premiere and drop a video on the timeline. Tha playback is lagging/jumping back a few milliseconds. It's doing it on 4K videos and 1080p but it's still doing the same. 

I tried doing the proxies but it's still the same. 
When i rendered the video, it works fine, it's just really the playback that is lagging

Motherboard:
ASUS ROG STRIX X570-E GAMING AMD X570 ATX

CPU:
AMD Ryzen 9 3900X 12-Core/24-Thread

Memory:
G.SKILL Trident Z RGB Series 32GB(2x16GB) 3200MHz

Storage:
Corsair Force MP600 1TB PCIe Gen4 x4

Video Card:
ASUS ROG STRIX GeForce RTX 2080 SUPER

 

I don't know if it's the hardware or the software settings?
Can someone help?

    That does seem like a pretty good computer. What kind of video is it? As in, file type and codec. Have you checked that your using your GPU for the project? (Go into project settings for that)

    The video is .MP4 but it also does the same on a .MOV
    For the codec it says AAC, H.264

    I tried using the
    -Mercury Playback Engine GPU Acceleerated (CUDA)
    -Mercury Playback Engine Software Only
    those 2 are the choices i have in my PC.

    Let me know if you have any idea how to solve this problem
