Getting this error on Adobe Premiere Pro 2019

                   Memory: 8192MB RAM

                    GPU: GTX 1050 TI (switched drivers between oldest on Nvidia's website and the newest)

                    Motherboard: MSI z370

      Available OS Memory: 8146MB RAM

I have tried all fixes on adobes fix for this error as well as on this page: https://forums.adobe.com/thread/2367429​

I have also tried switching to the on-board graphics for use.

Looking for any other advice on how to fix this issue.
